REECS is pleased to present a collection of technical reports developed to support DENR in mainstreaming NCA and strengthening institutional readiness for PENCAS implementation. The reports cover the assessment of DENR’s data systems and capacity, consultations with key partner institutions, technical guidance for priority ecosystem services, applications of NCA to macroeconomic and sub-national indicators, proposed organizational reforms, and a capacity-building program for DENR. Together, these reports provide practical recommendations and pathways for strengthening data integration, technical capacity, institutional arrangements, and policy applications needed to advance and sustain NCA implementation in the Philippines.
This report assesses the readiness of the Department of Environment and Natural Resources’ (DENR) existing databases and information systems to support the implementation of the Philippine Ecosystem and Natural Capital Accounting System (PENCAS) and the proposed Natural Capital Accounting Information System (NCAIS). Drawing on a comprehensive database inventory, a data management survey, and consultations with DENR central, regional, and field offices, the assessment examines data governance, systems architecture and interoperability, standards and harmonization, institutional capacity, and the availability of data needed for ecosystem and natural capital accounts.
The report finds that DENR already holds a substantial share of the biophysical information needed for ecosystem accounting, particularly for ecosystem extent and condition. The main challenge is therefore not simply the availability of data, but the fragmentation of existing systems, limited interoperability, inconsistent standards, and gaps in socio-economic, ecosystem service, and valuation data. It recommends strengthening data governance, harmonizing standards, improving institutional capacity and automated data flows, and establishing NCAIS as an integration and analytics platform to support the regular production of credible and policy-relevant natural capital accounts.
This report assesses DENR’s institutional and human resource readiness to implement NCA under the PENCAS Act, using the UN-SEEA EA framework as the basis for identifying required competencies. The assessment draws on a review of technical and policy requirements, an online survey of 424 DENR personnel, and regional consultations to examine existing knowledge, skills, experience, and capacity across central, regional, provincial, and field offices.
The findings show that DENR has a strong foundation in environmental data collection, monitoring, and biophysical assessment, but important gaps remain in areas such as environmental and resource economics, ecosystem service valuation, policy analysis, advanced spatial analysis, ecosystem modeling, and environmental-economic data integration. The report identifies priority areas for capacity development and institutional strengthening to enable DENR to regularly produce and apply SEEA-aligned ecosystem accounts for planning, policy, and environmental decision-making.
This report consolidates the results of consultations with DENR offices and key partner institutions conducted from December 2025 to April 2026 to support PENCAS implementation. The consultations examined existing datasets, information systems, institutional mandates, and the potential contributions of different agencies to NCA, covering areas such as forests, biodiversity, land, water resources, agriculture, geohazards, climate, and geospatial information.
The report finds that substantial NCA-relevant data already exist across government, but these remain distributed among separate systems with varying levels of accessibility, interoperability, standardization, and updating. It emphasizes that effective PENCAS implementation will require stronger inter-agency coordination, clearer institutional roles, practical data-sharing arrangements, harmonized standards, and greater integration of existing information systems. The report consequently highlights the importance of a whole-of-government approach in supporting DENR’s site-level ecosystem accounting responsibilities.
This report provides detailed technical guidance for applying the SnK framework to the assessment and accounting of priority ecosystem services under PENCAS. Building on the original SnK Toolkit, it presents step-by-step methods covering ecosystem extent and condition characterization, data compilation, biophysical and GIS modeling, identification of ecosystem service uses and users, monetary valuation, account compilation, and the integration of results into policy, planning, and investment decisions.
The guidance focuses on ten priority ecosystem services identified through the DENR NCA ImPlan and subsequent regional consultations, including water flow regulation, coastal protection, water supply, local and global climate regulation, soil erosion control, landslide mitigation, water purification, wild biomass provisioning, and wood provisioning. It also addresses cross-cutting methodological considerations such as counterfactual scenarios, ecosystem condition indicators, primary data collection, time-series accounting, and recommended software and tools, providing a practical reference for developing consistent and policy-relevant ecosystem accounts.
This report examines how NCA can strengthen macroeconomic and sub-national measures of sustainable development by linking SEEA-CF and SEEA-EA information with indicators such as CW, ANS, and SDIs. It assesses how existing PSA and DENR accounts and datasets on forests, minerals, water, pollution, ecosystems, and other natural resources can be used to complement conventional economic indicators and provide a more comprehensive picture of whether economic growth is being achieved while maintaining the country’s natural capital base.
The report identifies opportunities to improve natural capital depreciation estimates, ecosystem service valuation, and the integration of site-level ecosystem accounts with national and local economic information. It also explores links between EA-SnK and EISS, approaches for scaling ecosystem service values, and opportunities to connect NCA with provincial and regional accounts and local planning. Priority actions include stronger PSA-DENR coordination, improved data and valuation methods, sector-specific accounting pilots, capacity building, and updating the NCA Roadmap to reflect emerging applications of NCA in economic, environmental, and climate policy.
This report assesses DENR’s institutional readiness to implement NCA and proposes an organizational framework for integrating ecosystem accounting into the Department’s regular operations. It finds that DENR already possesses substantial environmental data, technical expertise, monitoring networks, and geospatial infrastructure, but that these resources remain fragmented across organizational structures, information systems, governance arrangements, and workflows.
To address these constraints, the report proposes an integrated institutional model linking field-level data generation with validation, harmonization, analysis, account compilation, and policy use across DENR. Key recommendations include establishing NCAO as the institutional anchor for NCA, strengthening NCAIS as the integration platform, clarifying the roles of existing bureaus and offices, and implementing organizational and workforce reforms through a phased institutionalization strategy. The proposed approach emphasizes integration of existing institutions and personnel rather than large-scale organizational expansion.
This report presents a structured capacity-building program designed to strengthen DENR’s readiness to implement NCA. Building on the capacity assessment and consultations with DENR personnel, it recognizes existing strengths in ecosystem assessment, environmental monitoring, field data collection, GIS, resource inventories, and socioeconomic profiling, while identifying important gaps in valuation, monetary accounting, statistics, policy analysis, account integration, modeling, and the translation of NCA results into decision-support applications.
The proposed program consists of 12 progressive courses organized into introductory, core, advanced, and specialized levels, complemented by applied pilot testing and mentoring in priority sites. The report also recommends establishing multidisciplinary Regional NCA Teams and strengthening partnerships with universities and other technical institutions to address specialized capacity needs. Overall, the program is designed as a long-term institutional investment that combines training with practical account development to progressively embed NCA within DENR operations.
This Final Report consolidates the results and recommendations of the Phase 1 technical assistance supporting DENR’s implementation of PENCAS. It synthesizes evidence from the online survey, regional consultations, roundtable discussions, sectoral meetings, and KIIs, covering DENR’s data resources, institutional arrangements, technical capacity, information systems, and coordination with partner agencies. The assessment confirms that DENR has a strong foundation for NCA, but continues to face constraints related to fragmented data systems, interoperability, standardization, specialized technical capacity, staffing, and inter-agency coordination.
The report brings together the project’s major recommendations into an integrated pathway for the next phase of PENCAS implementation: develop NCAIS, strengthen internal capacity, institutionalize appropriate organizational and staffing arrangements, apply NCA outputs to policy and planning, and strengthen collaboration with key partners. It also consolidates the proposed capacity-building program, institutional structure, priority sites, macroeconomic and policy applications, and refined technical guidance for priority ecosystem services, providing a roadmap for moving from institutional readiness assessment toward sustained implementation.
