Dr. Marian delos Angeles is currently the Chairman of the Board of the Resources, Environment, and Economics Center for Studies (REECS). She brings in more than 30 years’ experience in natural resource and environmental economics for development policy, particularly on instruments for conservation financing, payments for ecosystem services, wealth accounting and valuation of ecosystem services for decision-making, extended or social benefit-cost analysis, impact analysis, and capacity building. She has worked with various Philippine national government agencies, non-government organizations, academic institutions, and development agencies.
Most recently, she is involved as a Natural Capital Specialist for the USAID-funded SIBOL (Sustainable Interventions for Biodiversity, Oceans, and Landscapes), which supports the Philippines’ efforts towards the sustainable management of its natural resources and the conservation of the country’s rich biodiversity. She also serves as a pro bono consultant (Team Leader) for the Climate Change and Environmental Governance project for Iriga City, Camarines Sur (Partnership for Transparency Asia).
Ms. Rosales has been in the field of sustainable financing for protected area conservation and management planning since 1998. She brings in a wide range of experience in development of management, business, and tourism planning, economic and socio-economic analysis, econometrics, resource valuation and accounting, impact assessment, value chain studies, and cost benefit analysis. A pioneer in her field, she was part of the team that developed the first environmental and natural resource accounting system in the Philippines under the DENR’s Environment and Natural Resource Accounting Project (ENRAP). This groundbreaking work positioned her at the forefront of establishing the country’s earliest markets and payments for ecosystem services (M/PES) initiatives. Recognized by leading local and international institutions, Ms. Rosales has collaborated with USAID, UNDP, World Bank, WWF, UNEP-GEF, Conservation International, DENR, and BFAR. Notably, she served as the Senior Resource Economics Specialist for the socio-economic component of the USAID-funded Ecosystems Improved for Sustainable Fisheries (ECOFISH) Programme, implemented by Tetra Tech and REECS. Most recently, she has been a key expert in the five-year USAID-RTI Sustainable Interventions for Biodiversity, Oceans and Landscapes (SIBOL) project, working with a consortium of partners including REECS, CCIPH, FFP, and ZSL.
