Gem B. Castillo
Chairman of the Board
Dr. Gem Castillo is a seasoned resource economist, with proficient knowledg on natural resource and ecosystem services accounting, extended cost-benefit analysis, financial analysis, decision support systems, systems modelling, simulation and statistical analysis. He is also adept in employing surveys, data management, processing, and modelling tools such as GIS. Dr. Castillo was a key national expert that helped pilot the World Bank Program on Wealth Accounting and Valuation of Ecosystem Services (WAVES) in the Philippines in 2013. On account of his support, two Technical Reports were produced namely Pilot Ecosystem Account for Southern Palawan and Pilot Ecosystem Account for Laguna de Bay Basin. He also contributed to the development of the first Fisheries BioEconomic Model (FishBE) during his engagement as resource economist and sector leader with the USAID funded Philippine Environmental Governance Project in 2008. Such model has been enhanced and are being used in various MPAs and coastal resource projects in the country. Dr. Castillo was also the Project Leader of a multi-disciplinary team that recently completed the Philippine Country Study on The Economics of Ecosystem and Biodiversity (TEEB) program of the UN Environment in 2017.
Dr. Castillo holds a PhD in Forest Economics with a Certificate in Resource Economics from the Michigan State University. Alongside his Master’s Degree in Forestry from UP Los Baños, he has also completed a Diploma in Development Economics from UP Diliman.
Rina Maria P. Rosales
Ms. Rina Rosales has been in the field of sustainable financing, particularly of coastal and marine resources, and protected area conservation and management planning since 1996. She brings in a wide range of experience in economic and socio-economic analysis, econometrics, resource valuation and accounting, impact assessment, value chain studies, and cost benefit analysis. She has been part of the pioneering team who developed the first environment and natural resources accounting in the Philippines under the DENR Environment and Natural Resource Accounting Project (ENRAP), and thereby has been involved in the development of earliest markets and payments for ecosystem services (M/PES) in the country. Ms. Rosales’ expertise is recognized by various local and international development entities through her engagements with USAID, UNDP, WWF, UNEP-GEF, Conservation International, DENR, and BFAR. Ms. Rosales recently was the Senior Resource Economics Specialist for the Socio-economic component of the five-year Ecosystems Improved for Sustainable Fisheries (EcoFish) Programme under the USAID and Tetra Tech partnership.
Ms. Rosales holds a Master’s degree in International and Development Economics from Yale Graduate School of Arts and Sciences.
Noela C. Lasmarias
Ms. Noela Lasmarias presents more than 25 years in environment and natural resource (ENR) economics, valuation, and accounting, both as a Lead Expert and as a Senior Consultant. These core areas of her expertise places her among the country’s top thinkers in ENR policy analysis and development, particularly including the use of market-based instruments and sustainable financing for ENR management. In terms of economic proficiencies, Ms. Lasmarias is an expert in benefit-cost analysis, specifically in financial, economic, and extended BCA. She is also well-versed in ENR planning and management, particularly in environmental impact assessments and strategy development. In the field of environment and natural resource valuation, Ms. Lasmarias leads in designing and implementing participatory valuation approaches, training and capacity building and enhancement (participatory training methodologies and facilitation), and climate change adaptation planning.These expertise are demonstrated in her major engagements with the Climate Change Commission, Department of Environment and Natural Resources, Department of Interior and Local Government, The World Bank, Conservation International – Philippines, and the United States Agency for International Development (USAID). In addition, Ms. Lasmarias is part of the pioneering team of experts that developed the payments for environmental/ ecosystem services (PES) in key Protected Areas (PAs) in the Philippines nationwide.
Ms. Lasmarias holds a Master’s degree in Environmental Studies and is currently completing her PhD on the same program from the University of the Philippines – Los Baños.
Dante B. Delos Angeles
Mr. Dante Delos Angeles is a management professional equipped with more than 20 years of experience in business administration. Before joining REECS, he was President and CEO of Orient Integrated Development Consultants (1997-2005), and has been among OIDCI’s Board since 1992 as Executive Vice President (1995-1996) and as Vice President for Finance and Operations (1992-1995). Prior to OIDCI, Mr. Delos Angeles has been the Vice Chairman of the Partnership with Rural Organization for Development (PRODEV), a NGO then working with Aeta settlements in Central Luzon and implemented the then-USAID funded Local Development Assistance Program (LDAP) projects in Pampanga. In 1986, he has also worked as an integrated area development consultant in Zamboanga Del Sur with the National Council Integrated Area Development.
Mr. Delos Angeles is a Master of Management at the Asian Institute of Management and at the same time holds a Master’s degree in Economics from UP-Diliman.
Anna Bella S. Manalang
Dr. Manalang brings in more than 25 years of technical experience in strategic management systems, strategic planning, balanced scorecard, organizational development strategies, total quality management, business process management, human resources management, strategic performance management, and feasibility studies. Her expertise covers industries and sectors such as metal, furniture, houseware, printing, electronics, cement, mining, healthcare,advertising, insurance, military and academia. Dr. Manalang's core competencies include designing and executing training programmes aimed at building capability of private setors as well as government staffs at national, regional and local levels.
Dr. Manalang is the author of Total Quality Management Assessment Model for Manufacturing Companies: An Exploratory Model for Large Philippine Manufacturing Companies. She has contributed to several journals including Resource Efficiency: Economics and Outlook for Asia Pacific, Philippine Journal of Agriculture and Biosystems Engineering and Philippine Industrial Engineering Journal.
Catalina L. Jensen
Ms. Lina Jensen is a development professional with expertise in agribusiness, agricultural, and sustainable natural resources management project and program design, policies, and implementation. She is also adept in managing simple to multi million, multi-year contracts, grants, cooperative agreements, and procurement of goods and services; monitoring and evaluation in terms of client-specific development objectives and strategies; data quality assessment; and stakeholder engagement for network development, partnerships, and institutional capacity building.
For more than 30 years, Ms. Jensen has worked with major international development agencies and consulting firms such as the USAID, World Bank, UNDP, UNIDO, Louis Berger Group, Snowbird Consulting, and Social Impact Inc. Ms. Jensen is currently completing her Master’s degree in Economics at the Asian Social Institute.
Tonie O. Balangue
Dr. Tonie Balangue has more than 35 years of experience in forest/ watershed and ENR management projects with national, international, and local governments, non-government agencies, and private development sectors. Among his specializations are climate vulnerability modelling, capacity building, project development and implementation of the Ecotown/ Communities of Resilience (CORE) framework, ENR accounting and valuation, local and provincial government partnership, and process and impact assessment of reforestation and other environmental projects or programs. These are exemplified in his consultancy works and team leadership roles, particularly with the Climate Change Commission, DENR, Philippine Institute of Development Studies, the Department of Agriculture, and the German Agency for International Cooperation (GIZ).
Dr. Balangue holds a PhD in Forestry, with focus on Forest Resources Management, Resource Economics, and Policy from UP – Los Baños, and earned a Doctoral Enrichment in Environmental Land Use Planning from the State University of New York – School of Environment and Forestry.
